Agriculture remained the most neuralgic question throughout the history of the GATT and the Uruguay Round of trade negotiations, which finally produced agreement on the WTO. Indeed, it was only the last-minute Blair House compromise (1993) that ultimately led to the global agreement that both major warring sides could interpret as a victory.
