The Church teaches that human beings have a right to move across borders just as nations have a right to develop just structures to integrate immigrants; working out the balance of these rights remains a challenge as we are called to be compassionate and welcoming, especially to those fleeing violence and poverty.

“When persons cannot find employment in their country of origin to support themselves and their families, they have a right to find work elsewhere in order to survive. Sovereign nations should provide ways to accommodate this right … more powerful economic nations … have a stronger obligation to accommodate migration flows.” ﹣United States Catholic Bishops, Strangers No Longer: Together on the Journey of Hope, 2003, #34-35
